Oscar Omegna
Co-CEO · Product & Growth
With more than 20 years of experience across business improvement, product strategy, and entrepreneurship, Oscar has built and exited multiple ventures — including Neuli and Cymplar — and founded the Zawee Group.
He now co-leads The Improbability Company, while also serving as the founder of VoltaRocks and its flagship electrification data platform 42. His work focuses on designing systems that turn messy, high-stakes problems into scalable products that reshape how organisations operate.
Oscar’s background spans energy, compliance, digital transformation, and the intersection of consumer experience and deep technical architecture. He brings the combination of relentless curiosity, process discipline, and a sense of humour that has become a trademark of T.I.C.
Anh Phan
Co-CEO · Head of Engineering
Oscar and Anh met over eight years ago, and since then have worked together across major energy and RegTech projects in Australia and Vietnam. When Anh returned home to Cần Thơ, the two founded Tech Forge — originally known as Biwoco — to build a cost-effective, high-calibre engineering organisation designed specifically for solving improbable problems in compliance, energy, and electrification.
Anh leads all engineering at T.I.C., overseeing distributed teams across Vietnam and Australia. His approach blends deep technical rigour with the flexibility required to architect systems for complex industries, fast-moving regulation, and environments where precision, performance, and trust cannot be compromised.
